Kelly warns Golden Dome could spur Russia and China to expand arsenals
At a Senate Armed Services subcommittee hearing on Golden Dome, Mark Kelly pressed Mr. Trachtenberg on whether the missile defense system could undermine strategic stability by convincing adversaries their nuclear deterrents were at risk.
“Interceptors can be defeated by countermeasures. And often when we test these things, we don't account for those. But the other issue here is deterrence is about perception.”
